Who can be appointed as lasting power of attorney if no relatives or very trustworthy friends in the UK?

Please please can somebody advise? My mother will be here for one month in July and we will need to set something up

I have two older sisters in the US, but one has mental health issues and the other has a very controlling husband, so I can't use them.

Does the last Power of attorney have to be in the UK?
