Twins one is well supported at school the other isn't...

DTS school are fantastic towards dt2 he has a DX of asd and gets 121 support so he needs are all being met and he is making fantastic progress.
Dt1 has a DX of ADHD ( probably has asd as well on waiting list for assessment) he is on medication which was insisted on by school, his teacher tries but admits there's just no funding and he isn't getting all the help he needs :(. They are both academically bright but dt1 is doing bare minimum needed if that. He tends to get away with things as he can be disruptive.

I feel if I complain they will go into detail about how much extra they pay for dt2 ( ehcp in progress). Dt1 ADHD consultant said he should have an ehcp too and should be getting extra help but school have said it's very unlikely and are unwilling to put him forward for it.

Do I just wait untill dt1 also gets an asd DX and then push it further?

I couldn't get a statement for ds1 who has adhd, similar to what u have described. Ds2 who has asd they are tripping over themselves to statement him. Now my ds2 is aggressive and a danger to himself and the class without support so it's really pushed them. Ds1 is just disruptive in a funny clown way which doesn't help him but doesn't impact the school much

I'd suggest you start the process of applying for an EHCP yourself without waiting for the school. Remember the criteria for deciding whether to assess are simply that the child has or may have SEN, and he may need support through an EHCP, and it sounds as if you'd meet those criteria quite easily. It may well be that the LA will refuse if the school won't support it, but you can then appeal and again the appeal process in relation to refusal to assess is relatively straightforward these days.
