Threshold to meet assessment for ehcp

If anyone can answer my question of how behind does a child have to be to meet thresholds for ehc assessment and plan?

You're kidding youare?? Are the thick or what?

Incredibly thick and patronising to say the least! The things and ppl we have to deal with is so frustrating!
