Is it normal to get draft EHCP the day before meeting with LA and school?

I was given a draft EHCP plan by the class teacher today when I picked Ds from school, with a note from senco saying for discussion tomorrow. All the sections are filled out(badly) including the provision - just the outcomes are missing

Is this normal or should I be worried?

It's bad practice, but not unusual. I don't think it's something to be worried about and do what zzzzz said. Have a look at paragraph 9.69 in the Code of Practice to see what should be in there, particularly the stuff about the need for detail in section F and how provision has to meet needs, not outcomes.

Thanks guys. Had the meeting, it would have been useful to have had the draft earlier, but there weren't any underhand reasons. Thanks for the reassurance, it made me less guarded.

The SEN officer handed us the draft EHCP 5 minutes before the meeting!
