'Statutory Guidance' for transition to EHCP

I've just been sent this which says that 'statutory guidance' for LAs converting statements to EHCP has been downgraded to 'departmental advice'.

Has anyone else seen this and know more about it?

Good point. He's made significant progress in reading, but the main improvement is his self esteem. It's still not where it needs to be but he is so much happier than he was.

This is just advice to all involved on how the statutory guidance on transition to plans, august 2014, must be implemented. Nothing in the guidance has changed, the advice clarifies who must do what. Probably been issued because there is still a lot of confusion. Some LAs getting it drastically wrong, others at least trying to do the right thing.
