Transfer of SEN statement to another borough

Can anyone advice me on this please? I'm thinking of moving soon and am wondering whether the new borough we move to will be financially responsible for paying my son's fees for the special school he attends - has an SEN statement.

The new LA is entitled to look and say that your dc's needs are x, y and z and can be met at their less-expensive in-borough special school.

And can seek to amend your statement of SEN to reflect their view, leaving you to appeal.

It is possible to have a successful move, but it is not given by any means.
