my 9 yo starts hydrotherapy at long last but she needs swim nappies as she is doubly incontinent. I cant seem to find any. Disposable or washeable.

You can get swimwear with built in nappies for incontinent children/adults from here

www.incywincy.net/acatalog/Kes-Vir_Incontinence_children_s_swimwear.html

or here

We have also used plastic 'Hydrobriefs' which you just wear inside an ordinary costume/tankini which we got from a company called Concept Care who are based in Rochdale. The last pair we bought from them was in 2009 and they were £14.50 for a 24"waist size. She still uses them now, they haven't cracked or split. They are best worn under a surf suit or tankini/shorts type costume though as otherwise they show with the high leg of a standard swimsuit (they are clear plastic with white leg elastic and a white fabric front panel which wraps around and fastens with strong Velcro. I ordered them over the phone (don't seem to be on their website) and they came very quickly. Concept Care phone no is 01706 526999 (or at least it was in 2009 - but I had ordered from them years before that too - so they've been around a while)

I've just been looking on ebay now I know what they are called for something that isnt eye wateringly expensive! To be honest I dont know why they want them. The nappies dont stop wee and she physically cannot poo without an enema so she isnt going to poo in the pool. But rules is rules.

Same here diamond. DD has suppositories 3 times a week otherwise she doesn't poo. And if by any chance she did poo because she was on antibiotics for example, those pants/special costumes wouldn't contain it. But as you say, rules is rules. Its sometimes best just to run with it as I feel sure you have bigger battles to fight.
