Help needed urgently - is this in the Sencop?

I have a letter to complete today. I complained about lack of behaviour management interventions and school say that where no diagnosis existed they had to follow standard procedures and that a personalised apporoach could not be considered.
My understanding is that interventions should be needs based, not dependent on a dx but I need something to quote this from. Any ideas?

If it's any help the SEN CoP only uses the word "diagnosis" once in the entire document - this is in the context of a "medical diagnosis" not being a SEN. But the term "needs" as in "Special Educational Needs" is used over 300 times. I would say this makes the SEN CoP about "needs", not diagnosis.

Also SEN CoP "Fundamental Principles" para 1.5 states

  • a child with special educational needs should have their needs met

And

  • children with special educational needs should be offered full access to a broad, balanced and relevant education, including an appropriate curriculum for the foundation stage and the National Curriculum.
