Page 5 of Direct Payments doc says:
'an
indicative personal budget
is allocated prior to the
drawing up of the Education,
Health and Care Plan.'
Isn't that the wrong way round?
Surely you need to draw up the plan, and then give the parents a right to use personalised budgets to access as much of it as they want.
If you start to allocate budgets before the plan is drawn up then there is the danger that the plan will be influenced by this, and also the danger that the money for dp and the provision will be insufficient inappropriate to meet need.
