I wish some emphasis had been placed on LA duties in it. Pitching the battle at schools means LAs duck out of the issue. Problems with staffing, support etc are usually because LA refuse to provide what schools ask for. LAs have very clear responsibilities for statemented children and it would have been good to bring that into the mix!
