I have no experience of this situation but thought would get some comments here that would help me understand what is going on ??? How can these children get better help and support ?

sounds like the school needs better support and training to support the kids, the teachers have been left with this as the only alternative - its not uncommon - the leas are not providing the income to support the children and hence the schools can't cope with them. This is the outcome of leas not providing the right placements or money.
