how to keep asd/adhd large 3 year in his buggy

ds 3 is the height/weight of a 5 year old. i need him in his buggy as i can't manage him without. he easily undoes the harness and he runs off, pulls displays down, has meltdowns, lies on floor, tries to hit crying or noisy babies and toddlers. he has NO sense of danger and will quite happily attempt to run into a road, run away from me, wander off etc.. he will attempt to hold strangers hands.
problem is he gets out of buggy. have a baby jogger mini which is ideal for his height and public transport. i'm a single mum who doesn't drive o have to take him out alone. i have nearly broke down in tears many a time as just can't cope.

Have you tried putting reins on him (the types that strap around the back and are awkward for him to reach) and looping them around in the existing straps to make it at least much harder for him to get out.

Does he respond to rewards, chocholate stars if he stays in buggy for specific stretches, like from bus to home or home to shop, etc.?
