Query about hours of support on IEP

Iep states that support is 'as required' and doesn't actually specify how much is given which I know it should. As far as I know the only support is given at lunchtimes/playtime as this is when most of the difficulties occur. Was promised this help at end of last term but after a big incident where HT rang me up to tell me all about it I queried where the LSA was. .She said that he had to help a younger child and school was going for emergency funding pending getting the statement. They have now got the funding and support is in place. Presumably they must have gone over the 15 hours to request the extra funding? Is this correct. Something doesn't seem right to me.
