Echna appeal- tribunal order - not sure what this means

I am in the process of appealing the LA decision not to assess.
the paper based hearing is on the 18th. I have just received an email with an order on saying the LA have failed to produce the tribunal bundle by the deadline (today) and they have until tomorrow to comply.
What does this mean? And what happens if they don't?
It says they won't be able to participate further- is this a good or bad thing? Help me. I've found this whole process very confusing tbh.

It means they haven’t sent the bundle for the appeal by the deadline SENDIST set. SENDIST has now told them they must do so by tomorrow. If they don’t they may be barred (or may not, SENDIST often given LAs multiple chances). Whether that’s good or bad depends. This is a good article about LAs not complying with deadlines.
