Young adult with EHCP

Could anyone tell me the rights of a parent, with a 19 yo on a level 3 college course, regarding confidentiality?

Specifically, if the young adult has some emotional issues, does the parent need to be advised or can they keep/discuss with others ie friends of young adult?

In my experience (I work in education), if the young person has adult mental capacity (which I would assume they do if they are doing a level 3 course), then they have the same right to confidentiality as any other adult. So, concerns and issues wouldn’t be shared with a parent or anyone else without explicit consent from the young person.

Exceptions to this might be if there was a serious safeguarding or mental health issue, or if the young person had signed up to some sort of learner agreement at enrolment that stated certain information can be shared with parents or carers (this is usually around attendance in my experience).
