cerebral palsy varies vastly from people who are midly affected to people who are profoundly disabled. One person's answer won't be relevant to another's. Why are you asking?

A reasonable rule of thumb is:
If they are sitting by 2yrs they will probably walk
If they are not sitting by 4 yrs they probably won't walk
