What is the Joint Council for Qualifications criteria?

My youngest ds is sitting the Emanuel 10+ entrance exam in January. He has dyscalculia (specifically number sense) and we asked the school via an ed psych report and specific letter for extra time to complete the exam. They have turned us down saying he doesn't fulfill the Joint Council for Qualifications criteria to qualify for extra time.

Anyone know how this works? What are the criteria?

He needs to have a score 84 or below for one or more of the processing elements and have the need for extra time substantiated by teaching staff.
