Problem registering for Making Tax Digital

Sorry it’s another MTD question!
I need to set it up for this year and when I log into my tax account and try to follow the register for MTD link, it won’t let me, I get a page saying that I haven’t submitted a tax return in the last two years. I have been submitting it on there for the last 10 years so I don’t know what to do. I have phoned HMRC and they are sending me in circles and have resolved nothing.
Has anyone else had this?

Is there a reason you are doing it before you need to?

I’m getting it linked up to Xero and seeing how it all works before April. I should be able to do it now from what HMRC have told me.
