Injury from baby carrier

We have an inexpensive Argos baby carrier, which is heading for the bin as it has injured baby on two out of three uses, leaving her with what looks like broken blood vessels on one leg. Same thing happened both inward and outward facing. Baby has been checked over, no infections, blood disorders etc.

Has anyone experienced this and did you find a way to avoid it or a different carrier that doesn't cause this problem? Baby is 4 months and prefers outward facing, free arms and legs, she wouldn't tolerate the Hana wrap when we tried that.
