Revising target & how to know when to stop

I'm half a stone off my target but pretty sure I want to reduce it but don't know what is sensible & sustainable. I'm 5ft6 & my target is 9st10 which will put me mid healthy BMI but I'm still snug in my size 12 jeans with chunky thighs. Will losing an extra half stone or so make much difference or do you think it's just exercise & toning I need now?
