How do they decide how many syns you can have?

Went to my first class this week and was told I can have a certain number of syns. What is this figure based on?

15 is the standard for women, 20 is the standard for men. If a women's quite overweight (unsure of exact details) they can have 20.

It's 15 and 25 for women and then extra on top of that if they're above certain weights.
