Toddler waking in the night with the cold - keeps kicking the duvet off - advice please?

DS1 is 3.1 and usually wears vest, pyjamas (socks at the mo) and has a pillow and duvet in bed. He is waking up in the early hours atm with the cold - even though the heating is on. He kicks his covers off at night, but I have tried duvet clips and also a sleepsac but the problem is he wriggles all the way up to the top of the cotbed and ends up lying across his pillow. Don't really want to put him back into a grobag but feel like it might be my only option over the winter unless anyone else has got any good suggestions! TIA

Thick socks like totes and maybe a comfy tracksuit? DS wears socks and traksuit to bed as he wont keep a duvet one. I also sometimes swap the duvet for a fleece blanket which is less heavy and less likely to fall off.
