dd 21 months now wont go to bed is she too old foe NCSS?

ive posted on here before about dd lack of wanting to sleep through. however its now reached the point where she now wont go to bed. we decided to try the controlled crying method, but gave in after and hour and a half as she was starting to be sick and i just couldnt listen to her cry it broke my heart hearing her shout 'mummy where are you?'
anyway im now pg with dc2 and want to try and crack this sleep thing, is she too old to try the ncss method, and if not can someone explain how its is done/works as i cant find much about it!

you really need the book tbh. there is a toddler version too, which may be of more help

We restarted a gradual withdrawal/ncss type thing at 18mo when dd was refusing to go to bed, and it worked really well. Took a couple of weeks, but we could see progress all the time.
