Baby sleeping in a cold room - advice please

Hi My dd is 19 weeks and sleeps in sleeping bags with a 2.5 tog. She wears a vest and sleepsuit. I'm a bit concerned as to whether this will keep her warm enough, particularly her arms, as over the last few days the temperature in her room has gone down to the 'too cold' level on the room thermometer (13 degrees and below), and I guess it's likely to get colder in the coming months. Her hands are freezing although I know they will always be colder than the rest of her.

I don't really want to keep the heating on over night as the room will get far too warm as there is no thermostat and also the rest of the house would be warm for no reason and it would cost a fortune. I also don't want to put blankets on top of the sleeping bag. Should I put extra layers of clothing on, e.g. long sleeved top as well, or maybe a long sleeved vest instead?

Or am I maybe worrying about nothing and she's fine?

Any suggestions would be appreciated. Thanks.

We have the same thing - cold air comes in through vents that we can't block up so we use long sleeved vest and sleepsuit, 2.5 tog grobag and up to 3 thin blankets + turn the oil radiator on. DD seems to get really chilly in the wee hours and just wakes up. She does seem to need loads of layers but when I check her chest without them, I am surprised that her chest actually feels cold. I guess each one is different and as long as you check them, just keep playing with the layers etc.
