We're really struggling with our 13 month old. She has never been a great sleeper but is now waking up at half three / four for an hour to two hours and just won't go back to sleep.

She cries until we go in then spends the whole time practicing the 15 or so words that she knows and blowing raspberries (Confused)

Any tips to get her to go back down quicker?

Mine went through this stage a few times. No tips, sorry, but solidarity. It does pass. When she's a bit older you can train her not to disturb you using a gro clock

I have done ALOT of sleep research on baby sleep as have a bad sleeper myself, I believe the most common cause of this issue is actually overtiredness so maybe try a slightly earlier bedtime x
