16month old wakes several times a night - utterly exhausted!

DS1 started sleeping through fairly reliably shortly after turning 1. Assumed DS2 would be similar but at 16 months he's awake on average 3 times a night then up for the day at 5:30am. I work 4 days a week and am barely functioning.

His naps are inconsistent - he'll fall asleep in the car or buggy or otherwise he needs cuddling to sleep. When we're at home he's often woken by DS1. He does 3 days at nursery and sleeps between 1 and 2 hours there.

At bedtime me or DH do the usual routine and put him in his cot and sit with him until he falls asleep - takes up to an hour. He'll often get up and starts to play so I'll gently lie him back down. If he seems particularly alert I sometimes cuddle him until he goes sleepy then put him down awake to drop off. Some of the night wake ups involve putting his dummy back in, others are 2 hour screaming tantrums where he'll thrash about and won't let me pick him up. When I'm particularly exhausted he comes into bed with me but doesn't sleep well - just pokes and scratches me but at least then I can lie down with my eyes closed.

I don't know what to do - I can live with the bedtime but don't know how to get him to settle in the night - does anyone have any advice?
