My 12 mo just wont sleep at night

My LG has just turned 1, she is breastfed at night and is generally cuddled to sleep or can sometimes be fed to sleep( if she falls asleep I don't wake her). She has never been a good sleeper, has never slept through and she doesn't take a bottle well. She has me up on average 6 times a night. Sometimes she will sleep for 3+ hours or othertimes only an hour. I'm exhausted! She naps twice a day for 45-60 mins (used to be a cap napper on 20 mins) at 9 and 12.30. She sleeps in her cot in her room and I try my hardest to get her to sleep without taking her out the cot, but she is such a wriggler she just wakes herself up more. We have a night time routine we follow every night of milk, bath, story and bed. I have another LG who is 2.5. crying it out is not an option as my eldest is a light sleeper and to be honest I don't agree with it. I have tried blanket if she is cold, milk before bed etc. Does anyone have any suggestions on how I can get my 12 mo to sleep better? As you can see sleep has been a problem since birth (she had severe colic). I look forward to your responses. Thanks.
