Is it possible to get 1 year DS to sleep without CC

Our DS sometimes goes to sleep when I put him down around 7.
i BF him to sleep and most of the time he closes his eyes and drifts off whilst feeding but other times he only takes a small feed and stays wide awake or you can see that he is very tired but doesn't want to go to sleep.

He is more likely not to go to sleep if DH is home.

DH is now very fed up and wants us to leave DS to cry, but I refuse.

Please help!!!

We dop have a bath/bed routine and i don't let him sleep after 4....

Pick up/put down worked like a dream for us, although dd was much younger (4 and a half mths) - you would need to check the book (The Baby Whisperer Solves All Your Problems)for guidelines for a one year old.
