How can I get my 2.10 yo DD to sleep through?

Does she still have milk at bedtime? We found cutting that with DC1 meant 3 nights of pain, but she slept much better afterwards because she didn't have a soggy nappy.

DC2 remains a horrible sleeper at 3yo+ and from experience some of them just need time to outgrow it.

DC1 only became a reliable sleeper on starting school (sorry).

No, no milk for about a year now.
She has weak juice when she goes to bed, but no more when she wakes.
We tried having the TV on to settle her (I can't sleep in a silent room, I thought she might be the same)
Tried no tv.
I've tried leaving her to cry, which I hate, and it has done no good, she will cry until I go in to her. I've tried leaving it longer and longer but I also have 2 older DC that are at school. I don't want them woken up and tired for school
