13 month old twins still sleep badly

Hoping someone has some tips for me...
I have non-id twin girls who are now 13 1/2 months old. I cannot get them to sleep through the night, I feel I've tried pretty much everything and am pretty much at my wits end through lack of sleep. They have a set bedtime routine of dinner, play, bath, bottle and bed and going to bed is very rarely a problem but the middle of the night is. DTD1 will sleep until around 4.30, have a feed and then (if DTD2 is not awake) will go back to sleep for about an hour. However, DTD2 will usually wake around midnight (when she is only offered water), often we have a hour battle of getting her to lie back in cot, DTD2 will also wake around 4.30/4.45 ish and as DTD1 may be awake, there is usually no going back to sleep. CIO merely wakes whichever twin is asleep and results in no babies going back to sleep. Sleeping in separate rooms isn't an option either. Any ideas?
