1 year old tosses and turns

Would love some advice our 1year old is all over the place at night she tosses and turns. Shes never had a dummy and has sometimes been rocked to sleep when she was little. At bed time i dont rock her and after alot of getting in and out of bed she eventually goes to sleep. Sometimes on the floor...... :(. However she tends to wake in the night generally because of teething, or at 4am/5am crying we have no other choice but to sit and rock her otherwise she will wake our 3 year old this can take anywhere from 15mins to 2hours is becoming tiring. She has one sleep in the day from 1045 till 1145. Bedtime is 630/645pm but she tends to fall asleep at 730pm. Then she wakes at 5am can get her to re settle for about 15mins. Am so tired and shes tired. We have a bedtime routine in place, bath milk stories sleep. Have tried earlier bed time, later bed time, lavender bath and lotion, calpol/neurofen teetha gel at night when upset with teeth. Cold drink etc am at a loss..........

Have you tried giving her some milk at the 4/5 am waking nichan? Could she just be hungry?
