10 month old will not go to sleep

Over the past few weeks I am finding it more difficult to put my daughter to sleep. She use to take her milk and then drop off in my arms with the help of rocking. Now she nearly goes to sleep and wakes herself up and tries to get out from my arms. It took me 2 hours to get her to sleep tonight and I am exhausted. She wakes between 6-7am has a nap at 9am for 1.5 hrs and again at 3 pm for 1-1.5 hrs. She has dinner 530-6pm then bath and bed at 7. Can someone help me and tell me what I am doing wrong?

I think you need to cut down her naps, and move the 3pm one earlier. I don't let my 11 month old DTs sleep later than 2.30pm or we have problems getting them down at 7.

Just comparing to my 9 mth old, she naps quite long/late. Might that be the trouble? My dd2 had a nap yesterday waking up at 5pm & I really noticed the difference when putting her down at bedtime.
