methods of controlled crying wanted for 22 month old

Hi
My DD is 22 months old and so far has never slept through the night. She was breastfed up until a year old and fed twice a night up until that point.
She still wakes in the night now at 22months old, but it can be 3 or 4 times. Once she's awake she screams (literally a high pithed scream until she is hoarse)until we go to her and pick her up. The minute we leave the room she starts again.
We tried crying it out with her, just going in to reassure her then leaving. But after 5 hours of constant screaming we gave up and brought her downstairs for a bit to calm down - she then acted like nothing had happened and started playing happily with her toys.
We started giving her a bottle of follow on formula milk in the night which helped her to settle but now that doesn't work either.
We have had a bedtime routine for the last year that we always stick to. Dinner, quiet play, bath time, story time in bed then lights out.
We don't know what else to do but we can't carry on like this. The neighbours must think we're hurting her the way she screams!
Any advice gratefully recieved!

No advice on controlled crying, but you could give a Gro clock a go. They're 'only' £20 on Amazon at the moment and you could see on ebay for practically that much if it didn't work out for you.
