14 month old having milk in night again

DD2 (14 months) has been a v poor sleeper since birth, she didn't sleep for more than 1.5 hours stretch for first 8 months (reflux) but at around 11 months she started sleeping through after we did the dreaded controlled crying with her and then put her in with her sister. Over the last six weeks we have had bouts of teething, cold, sickness bug and she has been waking in the night and we have slipped into giving her a beaker of milk to settle her. I can count on one hand the number of uninterrupted nights we have had in the last six weeks.

I think we need to get tough and pull the plug on the milk but she gets so hysterical and Friday night she was screaming so much and got in such a state it was like something out of the Exorcist she was writhing and flailing around and would not be soothed (we didn't leave her on her own like this but were trying to comfort her)she finally conked out after 1.5 hours and some milk.

She shares a room with DD1 which makes it difficult (DD1 doesn't tend to wake but when the crying goes on for very long times she does get disturbed).

DH reckons she will just grow out of having the milk but I am not convinced and think we need to get tough but at the same time can't quite bear the prospect of all the tears.

Any suggestions for some kind of half way house to crack this, water doesn't seem to cut it or soothing from DH or I. I am back at work and need to get her sleep sorted as am shattered and been ill myself for the last month.
