Bookmark not working on Google Chrome?

I'm using Chrome version 61.0.3163.100 on my Windows 8.1 laptop and Chrome version 61.0.3136.98 on my Moto G4 android phone. Neither have the Bookmark option showing up anywhere at all.

Is it just me now? ^^

It's happening to me again this morning on the desk top. iPad safari. No bookmark and unable to click on "next page" at the bottom either

And now working again. It was like this before it broke completely before - sporadic

Yes still ok thank you Sophie. Before it broke before it was like this for a few days - sporadic not working for a few hours then randomly ok again for the rest of the day. Very frustrating
