What's that likely to be about?

Tabloid journalist?
Sockpuppet?
Eccentric?

It's a little bit creepy.

What's the purpose of a chatbot?

There isn't one, they are deisgned to put together enough of a coherent conversation using what's going on around them in order to converse.

It's basically a programme that scans the sites threads, randomly puts together a post based on other posts and replies to others.
They can range from set automated message to pretty good but very random computer generated replies.
