Most are deleted, i know that but sometimes you let some stay because there are some good replies on the thread.
IMO it needs to be black and white - they are allowed or they aren't.
If you let them stay, what's to stop a journo coming on and wording their own threads in a way that appears they are "researching for a degree"?
