Just brought the £89 Kindle but have no wi-fi access ....

If you have books loaded onto it, then yes you can use it without the wi-fi having to be switched on.

But you will need access to Wi-fi initially to download books onto it.

Yes, I plug my Kindle straight into the laptop/PC and transfer books that I have downloaded like I would onto a USB stick. Not sure of the mechanics of downloading onto a laptop as my DP got those books for me (others I download via wifi) but I don't think it's difficult.

You could buy on Amazon then go to a cafe with wi fi and they would down load.

If you've got a smart phone you might be able to set it as a wifi hotspot and use it that way?
