probably mini micro for the little one? are the mookie ones any good?
blade or similar for the older one? rides bike pretty well, so balance isn't an issue.

My 2 year old DS has a mini micro scooter (his brother's old one, refurbished) which he loves, but which he can't ride for v long distances. I went to the microscooter site to get a handle to pull it along which works brilliantly when he gets too tired.

His 5 year old brother has a new aluminium microscooter (£54 I think) - 2 wheels so he has to balance. Is labelled 5-adult and his dad loves borrowing it for the odd scoot too!

my ds4 has the micro scooter and my 7 and 9 yr olds have the maxi micros, expensive but very good quality, we have had several of the cheaper metal 2 wheel scooters, but they havent lasted so we spent the money on the maxi micro ones, they do two wheel ones as well if you look on their website. we are very happy with them and will be able to hand them down to younger siblings/sell them on easily.

plus places do offers on them,we got one for half price at our local notcutts garden centre in their sale!
