Toddler bike seat for a small adult bike frame

DS rides his bike to and from Pre school every morning, he loves it and it makes the trip a lot quicker than if he was walking but recently he's graduated from a balance bike onto a pedal bike and the trip has gotten even quicker and I'm struggling to keep up jogging along beside him with DD in the pushchair.

I can't really get him to slow down as he's riding without stabilisers so he needs a certain amount of speed to stay upright so I'm thinking the best solution might be to get my own bike out and ride alongside him - but I need somewhere to put DD.

We've got a trailer but she hates it and screams whenever it moves even if DS is sat in there with her so I'm looking for a toddler seat to fit on my bike in the hope that she'll like it more if closer to me.

The problem I think I'm going to have is that I'm quite short (only 5'1") and so my bike frame is quite small too (just 15"). I liked the idea of one of those seats that sits in front of the rider but I'm worried that I'll have trouble reaching round her, especially as she gets taller (the children take after DH not me). I'm not the most confident of bikers most of the time and I've read a few reviews that say the weight distribution with the child in front can make riding harder too.

So I think a seat behind me might be the best choice. Can anyone suggest a good seat for a small toddler (she's 16 months but very light and slim - still in 9-12 month clothes) which might work on a small bike? It's only a 10 minute journey each way for now but come September, it'll be more like 20 mins each way. I'm not too bothered about her being able to sleep in it but I do want her to be safe and protected. I don't have masses of money to spend though so nothing mega expensive please.

we have the co-pilot limo.
i did a LOT of research into the safest bike-mounted seats and this seemed to come out highly pretty much everywhere i looked.
was a while ago tho, so may have been superceded.
it has a lot of protection tho

Thanks. It looks good. I am a bit worried about spending £100 on one and her hating it again though...
