You can say anything you want at the appeal. However if you bring up a lot of new information then the representatives of the admission authority who are making the case for not admitting will be given time to consider what evidence you submit. That is why it is best to put as much as possible in writing before the hearing date, so everybody has had the chance to study it. But that is not the same as having to put everything down on the form that you originally submit!
The Chair of the panel should give you as much time as you need to present your case, without going round in circles. At the end of the hearing you should be asked whether you have had the opportunity to say everything that you wanted to say. Obviously if you have not then that is the time to say it and make sure the clerk records it!
