Which schools deal promptly with bullying issues?

All schools try to. Depends really. Staff turnaround is high in London schools at the moment so it's really the luck of the draw as to the levels of pastoral care they can provide.
Some kids need lots of self esteem building as they can be very attention seeking and annoying which attracts bullying. That's also why a lot become bullies. But that stems from need to be accepted and self esteem issues. A lot of that support is being cut as it's expensive.
Most schools are very robust with dealing with classic bullying though. Just prevention and support is sadly disappearing.
