They publish the details for how admissions were allocated by noon on allocations day in our LA which is why I assumed the figures on the website I found were the most recent.
OP - when you were offered your place were you not given a detailed breakdown of how places were offered for your higher choice preferences that you weren't offered? This happens automatically in our LA but each LA has its own procedures.
Go to your local authority's website /search-for-a-school and tick the secondary box to see a list of schools - scroll down to find the right school and you can see the distances offered and number of places for previous years. This page should be updated with 2020 info soon. That's where I got the info about bulge classes in the last 2 years.
Same website but /education/school-admissions/schools-information will give you the determined admission arrangements for each school - however, the published details are different from what you have posted above. Is it possible that you have been working from an old version of the admission arrangements which were in force when your older DC applied?
The published categories on this website are:

became subject to adoption, a child arrangements order, or special guardianship order.

and ceased to be in state care as a result of being adopted.
- Children who attend a linked primary phase school and live in the catchment area on the closing date for
applications, and who, at the time of admission, will have a brother or sister attending (school name) in
years 7-11.

Aren't you actually in category 7, not category 4, unless you can get the ECHP sorted?
I will PM you the link, anyway. I may have made a mistake so don't rely on my word.
