Very complex 6 week long nightmare with school admissions has resulted in catastrophic situation and I am at completely broken by the process.

My 10 year old is under the care of CAmhs and the GP for long term anxiety disorder and mental health which is recognised as a disability.
She is very vulnerable, this unfortunately leaves her open to bullying. In Jan of this yr I was forced to move her schools in year 5 after a 2 year long period of sustained physical and emotional bullying that led to a complete breakdown.
No matter how much I went to school, had meetings, sent emails they just did not support her enough or stop the bullying.

She moved in Jan which although difficult and led to a worsening in her symptoms is a more supportive school with less bullying. 4 weeks ago I did the rounds on school open evenings with my emphasis being on the schools that could best support mental and emotional health.
Met with all the Sen's and one school fitted our need fantastically well with a separate unit for mental and emotional issues, weekly self esteem counselling, weekly anger management and daily support in the unit.
2 other schools were not too far behind so we decided these were the ones we would list.
I was staggered to see that in the previous year the council had introduced s feeder school system. Being a bulge year where the council is currently trying to add ports cabins onto schools as they do not have currently enough places and going off the previous years statistics no schools in our area went further than feeder school criteria.
This is where it started, all schools had between 3/5 feeder schools except for my daughters ( which is the biggest school with a 3x class intake per year) and is in a deprived area, her school had only one choice.
This school does not cater to my child's additional need , the Sen admitted this.
I contacted admissions to ask why we only had one choice ? And to say I felt it disadvantaged children from that school especially against neighbouring schools within a 5 minute walk who had 3 more choices ? And if your child had an additional need how could they access the best provision for them with one choice ??
Also why had a secondary school in the same town added feeders further away and in other towns but not us ? At 1.5 miles away I feel this discriminates.

Admissions advised secondary schools choose their own feeders and they can't control that, but I advised her surely they are administering a system that isn't fair ?
Raised with director of education, same reply nothing could be done. I asked for my daughter to be considered as an exceptional circumstance as she had spent 6 years at the feeder school for 2 of our choices and was there when the criteria was introduced , and had had to move through no fault of her own.
My Councillor and MP also sent a representation - same story no.

I was advised I would have to apply under social and medical need with supporting letters from Camhs and GP.
Took me 2 weeks to get these letters and was now only a week away from submission. Upon registering on the online application I was shocked to see that this criteria meant the school had to be named as the "only " one that could fit the need of my child.

Rang admissions again to say I couldn't make this criteria fit as realistically if she didn't get passed on this criteria which they had already told me was very rare I would only be left with the one school that didn't cater.
She advised it was school specific so I would have to get the letters again with the top school name.
However as I advised my top choice was a community school so if the council considered this eveidence and refused it, my 2 nd choice academy who may view it differently now couldn't as the evidence would have the first school name on.
The criteria of one feeder school choice just does not a fit a child with a disability but no EHCP And I was being shoehorned into a category that wouldn't fit.

I was now left with a week to secure the letters again which isn't easy, also 2 days before when going online I saw they also expected me to fill in a statement for medical and social need and exceptional circumstances for these 3 schools max 3000 words each. This was a huge undertaking. And wasn't mentioned in their booklet- only " select the criteria and send in your letters "

I did this as soon as the last letter came on deadline day, it was very difficult as the Window for the 3000 word document was 3 lines wide.
Upon finishing and print previewing it had wiped off half the document and I couldn't see it. So I had to re do.

This is when the nightmare began, I clicked submit - Error, tried again Error. Re checked everything Error. There were no guidance notes except on the registration email it only stated trying to download MoZilla and google chrome as you had to use the most up to date version of the browser.
I was getting desperate now downloaded both programmes both on my laptop and Ipad - same result.
Regardless of trying on my laptop, phone, iPad nothing. The application form was 15 pages long and I had no idea what the error was and assumed the system
Must be down.

At 23.45 15 minutes before close of submission in a total panic attack I emailed the admissions team telling them I had tried to submit all night and just couldn't , advising all software had been done, different devices tried and I was at a complete loss as to what to do.

I screenshotted the screens of my laptop and iPad as evidence.i felt completely broken and at a loss as to what I could do I felt is tried everything I could .

The following morning the admissions team emailed me to advise they had received submissions until 23.59 and they could see I had been in the application at 4pm so it was working fine.

I sent her the screen shots as proof and she said she'd contact IT but I would now be treated as a late application.
I felt completely and utterly broken and haven't slept since, IT advised they can see I tried over and over to submit it but have sent off to Capita to download data and read it.

I am just completely at rock bottom with this and my daughter is extremely upset. she will now be allocated the worst school. I'm just beside myself I don't know what the error is and I don't know how I could know what the error was to correct on a 15 page 6000 word document with no indication of what was wrong.

I know from last time her school place broke down this year she won't cope again,

I'm so sorry for such a long post just wondered if anybody knows anything else I can do apart from appeal ?? Will my chance at appeal be zero because they will just say you would t have got a place anyway because you didn't apply on time ??

Thanks Rockinhippy yes that's very similar to what's happened to me !
I don't think I can get a medical place tho as no EHCP ? Thanks for taking the time to give me all this info I really appreciate it x

Hi Admission,

Yes all school I've applied for have Medical and Social need however I'm limited to using one as the documents ask me to name one. Thankyou

Thanks Panel chair yes it is social and medical criteria at this school.
Yes the la have a second cut off of 17 November where they will accept people have moved or moved into area.
I am still awaiting the capita info from last Wednesday despite chasing everyday. Thankyou for all your advice.

Not true, my DD doesn’t have an official EHCP, but she was still accepted on her medical needs by the CP (& ombudsman too, who felt we should have easily won our appeal)

I’m seriously now wondering if you are local to me as since we had our fight with the Admissions Service, I’ve heard of several others who have had exactly the same IT issue, dealt with in the same way

Thankyou yes I understand that if they accepted it this criteria comes Before sibling/ feeder. However this won't count for me now as not accepted in first round of applications, so if her choices become full from this round and they will they will just allocate her the nearest school with places. There will not be sufficient places left at schools to warrant using the criteria again if you understand my meaning sorry I may not be explaining it very well.
because it is a bulge year and we live in a very oversubscribed borough most places will have gone so their won't be a choice of schools left in which she could gain the advantage of the social and medical. This I think will only become useful for the waiting list situation thanks tiiggytape for your replies X

Kirk when we had DDs school place accepted by the CP as medical need, we had just lost an appeal & were on no waiting lists as it had all expired. It’s completely separate to usual school admissions. Gather up all of your evidence, write up a plea as to why your DD needs that school & no other because of her medical needs. Include anything & everything you can think of. Letters from her friends parents confirming they are her support network in this new school, think about the journey there, how stressful it is etc to get to other schools compared to this one. Pastoral care scores, in school MH support network etc etc, bullying hotline etc , even the uniform might work in your favour if like DDs school it’s less formal & more comfortable to wear as opposed to the very stiff business like wear of other schools. Bullet point your reasons she needs this school & list the evidence included & send it off to the CP, you have nothing to lose, but a lot to gain

Thanks Rockinhippy will do that there are many reasons there as you state she already knows children who will be allocated there ( as have siblings) , it's one school bus from the end of our road which said friend will be on so they could go together this would help in case she had a panic attack, also driver of a school bus will be aware of s child with disability like this if anything happened where as alone on public transport or walking she would t have this and as I don't drive due to epilepsy i am unable to take her. And then then obv the fact they have in house provision for counselling etc I will add all this. Sorry when you say CP what do you mean ?? Thankyou

OP, you need to be pressing for the application to be treated on time now, not waiting for extra documentation, just send everything you have got now. It is imperative that you do this so that it forces the LA to explain in writing why they will not accept an application, which was clearly being attempted to be sent. If you make the argument now for acceptance before the 17th November and they reject it, even though they are allowing people to change their address when they have moved then the LA are being unreasonable in my opinion. There is a massive difference between someone who can prove they were trying to get it through, with a good reason why it was so last minute and those parents who simply were late in applying. The LA admission office need to show a level of flexibility.
If you do not get any of the preferred schools in March you go to appeal and you present a case which says the admission office were totally unreasonable about the application and you have the evidence from the IT people to back up what you were saying. To be honest it still does not get you a place or even put you in the medical / social admission criteria but that is another separate discussion at the admission appeal hearing.

Thanks Admissions I dropped off 29 pages of evidence on Friday hand delivered through their door that I was still required to take even though they have not accepted my application ! and emailed head of admissions that I had just that minute posted all copies of evidence for my application as required. They replied to this. But I am still awaiting their answer from Capita which I am chasing everyday . I know this request was made on Thursday.
I feel their stance is unreasonable as as I added earlier almost every la or nearly every la that I have looked at say they will accept late application with exceptional/ good reason and I did not forget I tried to submit.
Shall I send them a full letter explaining what has happened along with the screenshots formally asking to be included on time ? I know the answer will be no as their code says no but at least I will have this to show at appeal like you say.
We will not get any of our 6 choices after allocation I know this already none of them have had places for many years and next year is a bulge.
I feel it's so harsh - thankyou for your help it is very much appreciated by me

Yes, send them a letter with screenshots formally asking them to treat your application as on time on the basis that the only reason you failed to submit was a problem with their IT system. Keep a copies of everything.

I have just one thing to add. Do check that everything on offer at the school you want is available without an EHCP - your mention of a unit flags up a need to check. Most mainstream schools with units only have unit places for children and young people with EHCPs and there is variance between access to the facilities and services in them.
To be honest although you are now Y6 I would be looking to apply for an EHCP -

Thank you PRh , Noeuf yes I have had many meetings with this school and emails and been in its a unit that's used for children with or without EHCP and is separate to educational need unit.thankyou for your advice.

Still no news from IT no idea how long Capita can take to read the data from last Thursday. Have started to prepare full letter with all info to send tomorrow to admissions.

Capita may take a while. They aren't that responsive to individuals as they're a big company and don't have to deal directly with you.

Yes exactly. Capita don't have to deal with the public so they're not bothered about angry customers. Council staff get the complaints but have no power to do anything about it!

Oh that’s good. I would honestly start planning for an appeal situation and get your expectations lowered so you’re not too disappointed on offer day. But appeals are easier after infants.

Update- Just to update this thread after waiting a week and still no news from Capita the LA admissions have finally come to their senses.
Capita have advised that I did indeed try to continually submit and they are still not sure of the exact reason why it failed but think it was because I had so much information against my application.
( due to long statements for 2 schools on medical and social grounds) however I used a word counter for these and it said 3000 characters max each document. It was at 2400 per 2 documents she advises that in her opinion as the system didn't tell me I had exceeded the character information for the application I will be treated as on time. !!!!!!!!!!!!!!
I am so relieved I was literally sat in tears having put my all into the application I felt so bad that I had let my daughter down.
I would like to Thankyou all that sent me such fantastic advice and help and support when I really needed it I'm am so grateful to you all for your expert help. Thankyou again from the bottom of my heart xx
