Can someone explain what a grade 1 or 2 GCSE means please

If someone got a grade 1 in maths and a grade 2 in English, how many percent did they actually achieve?

The person has learning difficulties - do they have to retake both GCSEs or is it possible to do functional skills in Maths and English?

A Grade 1 in maths means they scored between 10 and about 25%. I'm not sure what the grade boundaries were for English but you can look them up on the exam board website.

If a student gets a grade 2 or below, they don't have to retake GCSE but can take functional skills instead.
