How are GCSE targets set?

I've asked at ds1's school, and no-one seems to know.
His targets are Bs, which concerns me as he is not academic at all, and Bs seem very unrealistic.
How do I find out how they are set?

Oh dear, that's not a good situation for you, it sounds like persisting with the school is your only option now.

Are there are other staff members you could try? Otherwise going on like a stuck record might be the only way to get anything changed

L4 SATs will result in a B target at GCSE as schools are pushed to get 4 levels of progress now, whereas it used to be 3, so his target a few years ago would have been a C - its all part of the 'everyone must be above average' plan
