Why are Scottish women being denied simple pre-eclampsia test?

Shocked to read in the Scotsman that these simple tests which will save women's lives have not yet been introduced in Scotland. So much for the much vaunted Women's Health initiatives. I was lucky that I was already in hospital for pregnancy complications , when I developed pre-eclampsia and was immediately induced at 35 weeks. I was lucky but how many more women in Scotland won't be?

But I think, despite being in Glasgow Live, my article just refers to the NICE guidelines, so not Scotland. So ignore me.
