How to search public records in Scotland please?

I'm trying to track down an old colleague.
She was always quite shy and therefore probably won't be on SM.
I think she may be living in a particular town in Scotland (too far for me to travel and I'd not want to hang about, creepy stalker style!)
Is there any way of searching public records for free / cheaply please?

It used to be the local library would let you access the electoral role.
