I've been out of Scotland for a long time, but I'm looking to buy a place in Glasgow - what's the sort of typical Offers Over margin these days? I last looked in the early 2000s and flats in the west end were going for like 20 percent over the asking price, I'm hoping it's calmed down a bit since then?

Ignore the asking price,look at the Home report value.
In good areas of Glasgow properties will go for substantially over Home report value
At least 10 %

Yes it’s the Home Report figure that matters so ours was on for offers over £159k but its HR was £180k and we were lucky that we only paid £6k over that. Expect to pay upwards of 10% of the HR price and count yourself lucky if you get it for less. The offers over price bears little relation to the eventual sale price unfortunately! Have to add this was right at the end of 2018. Might have calmed down again but I haven’t heard that it has.

I agree about the home report value. Ours was advertised at offers over 169000 and HR was 195000. We paid 210,000. I live in glasgow and this was on a mid terraced house.

I've just looked up what a home report is and bloody hell that's a lot better system than in England/how it used to be in Scotland! So you can just ask the estate agent for a copy I assume?

Yes every property minister have a home report if being marketed and estate agent must make the Home report available
