NS offering for us to take 1000 refugees

According to the lunchtime news, Nicola Sturgeon is offering for Scotland to take 1000 refugees. Apparently the figure is 'a starting point and not a cap.' But it seems to me to be a very low starting point. It may be more per head of population than Cameron is going to offer but it just doesn't seem to fit with the spirit of what the SNP have been saying about the refugee crisis. Surely we should be offering to take more people? There are more than 1000 stuck on that train in Hungary alone.

I've not seen any news so forgive my lack of knowledge...

Where did she get the number 1000 from? What are her reasons behind that? Is it based on anything concrete?

Anyone want to illuminate my ignorance?

NS was meeting council leaders today to decide what Scotland could offer. The news bulletin I heard didn't give details about why they came up with the figure of 1000.

That's a pitiful number. Scotland needs immigration, surely we could take far more than that?!

Fife council announced that they'd be taking in 140 refugees over the next 4 years. Doesn't seem much.
